PhLic: Nordic Safety and Security (2009-2013)

Society’s security, protection and preparedness is today a high priority subject, in Sweden as well as abroad. The Nordic Security and Safety (NSS) project aimed to make the Norrbotten/Västerbotten region of Sweden prominent when it comes to development of products, services and means related to safety, and
risk- and crisis management.

The project was a collaboration between Luleå Tekniska Universitet (LTU), European CBRNE Centre vid Umeå universitet (UmU), Totalförsvarets forskningsinstitut, (FOI), Vägverket, Banverket, Försvaret (I19), Västerbottens läns landsting (VLL), Länsstyrelsen i Norrbotten, Räddningstjänsten i Boden och Luleå, Bodens Kommun, LKAB, SSAB, Vattenfall, Skanska. It was financed by the European Regional Development Fund (ERDF) and the County Council of Norrbotten.

I carried out research for my licentiate thesis in NSS project, my contribution was towards developing a socio-technical process view of secure communications during emergency response (police, firefighters and fire engineers, as well as ambulance personnel). I carried out my research as a qualitative case study, where data was collected through interviews with personnel of said institutions.

Thesis: Hartikainen, H. (2013). Secure emergency communications of emergency responders: a case study of Kemi municipality in Finland. Licentiate thesis, Luleå University of Technology.
